So if you have activated the settlers quest but not finished it then you still can.
If you finished them or never activated them, then you can not do them.
I have one of them still on my warrior but did the other already.
On the one i finished there are tents and some people there but no quests that I saw.

Ehh it was funny watching people yell they couldent do it alone or with hench.

I did it my first try solo on my ranger =O.......
